The following crimes were allegedly committed by individuals for which ICE issued a detainer to Cumberland County Prison. (Note to readers: Dauphin County failed to produce any information in response to a similar right-to-know request.)
Camp Hill: Roque Antonio Espinoza-Martinez, 32, reportedly of Morgan, CO, charged with summary count of Retail Theft, Sept. 6, 2024. Committed to Cumberland County Prison on Sept. 7, and released: Sept. 12.
Silver Spring Township: Liam Kenu Ortega-Malasquez, No DOB, reportedly of Paterson, NJ, charged with felony Retail Theft, and felony Retail Theft – Conspiracy, along with four (4) misdemeanors including evading arrest and false identification to law enforcement. Committed to Cumberland County Prison on July 20, and still housed there as of Oct. 21.

Lower Allen Township: Diego Maldonado, 37, reportedly of Harrisburg, PA, charged with DUI-related offenses and providing false information in June. Committed to Cumberland County Prison on June 12, and released on June 13. Court records show a bench warrant has been issued for Maldonado.
East Pennsboro Township: Fabricio Ludwing Rojas, 29, reportedly of Harrisburg, PA, charged in March 2024 with DUI relating to a Feb. 16, 2024 incident; then charged in a June 5th incident for DUI and false identification to law enforcement in York County (those charges were later dismissed). Records show he was committed to Cumberland County Prison on June 10, 2024, and released June 13, 2024.
Southhampton Township: Mateo Diaz-Santiz, 26, reportedly of Carlisle, PA, charged with DUI in June 2024. He was committed to CCP June 7th; and released on August 22, 2024.
Hampden Township: Ion Chiciu, 37, reportedly of Baltimore, MD, was charged in November 2022 with six (6) theft-related felonies, along with four (4) misdemeanors, one of those being Corruption of Minors; three of the felonies were withdrawn. All charges were withdrawn or dismissed, but one: a misdemeanor access device fraud charge. He was committed to CCP on May 23, 2024 and released August 9, 2024. This individual is currently housed in the Pike County Correctional Facility.
Penn Township: Jacobo Castillo, 20, reportedly of Lakewood, NJ, was charged in November 2022 with a felony Fleeing an Officer and a misdemeanor Reckless Endangerment, in connection with a Nov. 8, 2022 incident. He spent a few weeks in CCP for that incident; but records show he was re-committed to CCP May 15, 2024 and released May 17, 2024.
Middlesex Township: Reynier Grau-Munoz, 37, reportedly of Tampa, FL, was charged in October 2024 with a misdemeanor Possessing Criminal Instrument. He was committed to CCP on Oct. 13, 2023. Then in February 2024, he was charged with five felony counts of Access Device fraud, in Lancaster County. For that court docket, his address is listed as: Newark, NJ. He served time in CCP from March 11, 2024 until June 6, 2024.
Silver Spring Township: Maria Roza Tomescu, 21, reportedly of Baltimore, MD, was charged with four felonies related to Organized / Retail Theft, along with a misdemeanor Corruption of Minors charge, in connection with a Jan. 5, 2024 incident. The misdemeanor was withdrawn. She was charged the same month in Montgomery County with five retail theft misdemeanors, related to a November 2023 incident. Another court document lists her home address as Homestead, FL.
Carlisle: Chernor Jalloh, 43, reportedly of Harrisburg, was charged in May 2022 with False ID to law enforcement and Disorderly Conduct, both misdemeanors. Then, in March 2023, he was charged in Carlisle with: a felony Strangulation charge; Endangering Welfare of Chilren and Simple Assault, both misdemanors; and a summary charge. Almost a year later, in February 2024, he was again charged in Carlisle with: a felony Forgery charge, and three misdemeanors, including Identity Theft and False Identification to Law Enforcement. He had a short stint in CCP in February 2024, and has been re-committed to CCP since March 1, 2024, where he was taken after the following charges were filed in a separate incident: Terroristic Threats, DUI-2nd offense, DUI, Resisting Arrest, Evading Arrrest, Loitering and Prowling, Accident Involving Damage, and eight summary offenses. Most of the charges were withdrawn or dismissed.
Lower Allen Township: Renzo Jesus Davalos Marquez, 25, reportedly of Elizabeth, NJ, was charged in August 2023 with: eight (8) felonies related to Access Device fraud and Conspiracy; and ten theft-related misdemeanors. All charges but one misdemeanor was dismissed.
Upper Frankford Township: Christopher Emmanuel Mauricio, 21, reportedly of Bronx, NY, has an extensive criminal history, based on public records. In April 2022, he was charged with Driving Under Suspension in Cumberland County. Then, in January 2023, he was charged with a felony count of Receiving Stolen Property, and housed in CCP for one night. At this point, his hometown was listed as Philadelphia, PA. In Bucks County, he faced three (3) felony Theft-related charges, as well as Centre County, where he faced a single felony Theft-related charge, both stemming from April 2022. There has been news coverage of this defendant in the Citizens Voice and in LevittownNow.com, where police described his crimes as the “grandparent scam.”
